Extract from Environment & Transport Committee Minutes – 10th May, 2000

 

57. Wiltshire and Swindon Waste Local Plan 2011: Initial Outcomes of Public Consultation on Issues and Options Document and Indicative Timescales

On considering a report by the Director of Environmental Services and the recommendations of the Joint Structure Plan Working Party,

Resolved:

    1. To note the joint report attached at Appendix 1 to the Director's covering report advising of the initial outcomes of the public consultation on the Wiltshire and Swindon Waste Local Plan 2011 – Consultation on Issues and Options document.
    2. To request officers to present a further report on a more detailed assessment of the outcomes of the public consultation process to the 5th July meeting of the Environment & Transport Committee.
    3. To approve the indicative timescale in Appendix C of the joint report attached at Appendix 1 to the Director's covering report for the preparation of the Wiltshire and Swindon Waste Local Plan 2011.

58. Wiltshire and Swindon Waste Local Plan 2011: Waste Local Plan Forum

On considering a report by the Director of Environmental Services and the recommendations of the Joint Structure Plan Working Party,

Resolved:

  1. To approve in principle the proposals for the Waste Forum as outlined in paragraphs 11 – 16 of Appendix A to the Director’s report and, in particular, to authorise the independent facilitator to invite Forum stakeholders from the following groups:
    1. Those organisations who commented on the Wiltshire and Swindon Waste Local Plan 2011: Consultation on Issues and Options document;
    2. Those organisations who attended the Waste Open Days (held in December 1999) but did not comment on the Wiltshire and Swindon Waste Local Plan 2011: Consultation on Issues and Options document;
    3. Those organisations that would be under-represented through following the selection process detailed in (a) and (b) above, for example, the Chambers of Commerce.
    4. Elected Members and officers.
    5. Any other organisation(s) the independent facilitator considers to be appropriate, to be agreed with the officers of the County and Borough Councils.
  1. To note that this approach to the Forum membership has been suggested as the desired approach by the independent facilitator who was recently appointed on 5th May 2000.
  2. To approve the outline costs set out in paragraphs 17 – 19 of Appendix A to the report and set a budgetary ceiling of £20,000 for the Waste Local Plan Forum for the financial year 2000/01.
  3. To make the Waste Local Plan Forum an approved duty for the purposes of attendance, travel and subsistence allowances in accordance with Appendix 4, paragraph 7, of the Members' Allowances Scheme.
