Parish Council Notes

The following matters were amongst those discussed at the
Parish Council Meeting in the
Village Hall on 29th June 2000

 

Planning The PC has applied for outline planning permission for five houses on the site of the Village Hall and a single dwelling on the plot of land behind the surgery. These steps have been taken FOR VALUATION PURPOSES ONLY. The PC needs to know the total resources available for building a new Sports Pavilion and Village Hall. Everyone in the village will be given the opportunity to air their views at a consultation meeting which will be held before any decision is made whether or not to develop these two sites.

New Road at A36/A27 Junction. PP has been applied for to construct a new road from this junction to Moor Farm for the extraction of sand. The PC will object on a variety of grounds; it is estimated there will be some 82 lorry movements a day removing 100,000 tonnes of low grade sand every year for the next 10 years; One million tons of rubbish will then be deposited in the resulting hole. The Impact Assessment Report presented to the PC contains a number of technical inaccuracies.

Horse Signs One has been erected in Common Road in advance of the projected date of July/August.

Whiteparish Website Questions were raised as to the ownership and who had access to uploading information on to it. A small minority of Councillors thought the PC should have control over the entire site. It was stated the website was privately owned and run at no cost to the PC or any other organization; that it was for the benefit of the whole village and that anybody was welcome to contribute anything that would be of use or interest to the community.

Hop Gardens The possibility of resurfacing this unmade road has now been dropped following a request for payment for a survey to be carried out.

Speed Limits WCC have agreed to provide and pay for speed restriction signs between Cowesfield and possibly as far as the county boundary. Whether they are 40mph or 50mph will be decided after consultation with the Police.

Improvements and gateway in The Street have also been agreed by WCC.

Skateboard Park It was reported that the Memorial Ground Management Committee would apply to SWAG for a grant to finance the construction of equipment required. The exact location of the park is still to be decided.

Environment The copse in Highlands Way has now been tidied up.

The bottle bank is overflowing. Residents are asked to be more abstemious; the contractors will be asked to call more often.

Rights of Way: A member of the public said Footpath 1 is in an awful state; the matter is in hand with the Footpath Warden, but a lack of funds precludes the necessary work being done. Local benefactors are required to provide hardcore. A wire fence has obstructed another footpath across the bottom of a stile and a padlocked gate. This is to be investigated.

Footpath 16, which runs behind the Biffa site on the boundary of the Parish, has large amounts of builders rubble, a fridge, washing machine, guttering and window frames. The land agent of the estate is arranging for it to be cleared.

A pole transformer, possibly containing dangerous PCB's in the coolant dumped at the entrance to Croft Heights will be removed by Southern Electricity.

Brambles are growing at an alarming rate on the bank opposite the White Hart.

Investigations will be carried out into the cable emerging from the ground in Romsey Road.

A Public Meeting will be held in the Kings Head on 12th July at 10am regarding Pains-Wessex's request for the storage of more explosives.

Memorial Ground Contractors have been asked for a quotation for maintaining the newly acquired piece of land. Litter is a problem on the Memorial Ground and users are asked to kindly deposit rubbish in one of the bins provided.

Southern Electricity was asked to confirm there is sufficient height clearance between the ground and overhead power cables for playing ball games. They reported the minimum ground clearance required is 6.1m, and the cables lowest point is 7.44m.

The Committee will have sketches and costing of a new sports pavilion by the end of June.
